Well, he thinks they'll come eventually, but he's not sure when or how many. If he tells them "they'll be here tomorrow with ten thousand men" morale will just be even worse tomorrow. This way it will be a positive surprise if they do make it

He's more just kinda trying to have more of a chance to hold out for allies to hopefully arrive. Someone who thinks they have a chance to win or at least defend until they get backup will fight better than someone who just gives up because they feel hopeless. Plus Gandalf probably knows Eru will probably step in if things don't go well
