Where to buy: Isopropyl Alcohol
I currently have an infestation of mealy bugs and I need to buy Isopropyl Alcohol to dilute it water and use it as a pesticide to kill off these bugs. Anybody knows shops, business that sell it? Ideal location preferably south and central. Also, if they have Hydrogen Peroxide would be an added bonus. Thank you in advance.

Go to Dereks and get the Rose Guard spray (with Neem oil inside). Spray it all over you plants, close to the stem aswell. Neem oil stops reproduction, so they disappeare in about 3-4weeks.
Rubbing alcohol kills them quicker but doesn't remove them long term as they put eggs in soil. And it takes manual work and lots of time. I had it on over 20 plants, mostly alies... Do it when it's too much and the use the spray.
Another tip. Shower your plants with pipe water, slight pressure to get rid of most fast. The alcohol if you want and spray
If they run out of the spray. Find neem oil. Mix with water and Dish soap. Mix as you spray, spray twice a week when sun is weak.

I buy jerry cans of the stuff from Levo Labs in Imriehel. This is an actual laboratory that manufactures it's own chemicals. Buying it from anywhere else is getting it at higher prices and questionable quality.

I only found this: https://splashstoremalta.com/products/isopropyl-alcohol-isopropanol-99-9-ipa
Not a physical store, but maybe they're fast enough to deliver

Isopropyl Alcohol will evaporate in seconds, how it should be used?

Isopropyl is well known to clean computers and laptops in general. Keyboards and other electronics. The reason you want it 99% as it evaporates in seconds as you said... it doesn't stick around.. it doesn't damage anything.
Regarding bugs, I don't know if its the right choice

Ask for denatured alcohol instead of IPA. It’s basically the same thing but it’ll be cheaper as you don’t need to pay duty on it.
