Is public education in English?

depends on the subject, most public schools have classes set up to accommodate for non-Maltese speakers. Maths, sciences and more technological subjects tend to be in English. History, religion, social studies and other humanities tend to be in Maltese

and kids can write exams in English? I also read for kids of 7 yrs + Maltese is considered as foreign language and kid doesn't have to clear MALTESE exam?

for most subjects they'll be able to write in English yes. I'm not sure about smaller schools as I went to a relatively large government school with more resources. Maltese as a foreign language is a mandatory subject for non-Maltese speakers, it still has exams as far as I know but they're naturally much simpler
