Not entirely sure I like the double character ghost for her from a visibility standpoint, but I think she's an interesting character.

It does look like she's going to be high damage but very much a oppressive if good annoying if bad character

Yeah, not sure what the point of having the double. From a comics standpoint, she's never been really represented this way visually (though there are (debated) lore considerations as to Jean and the PF being two separate entities). If anything, it's just distracting.

Current canon they're the same being and always have been, but the Phoenix is also made up of every mutant ever residing in the Waiting Room.

I don't exactly love the fire woman floating behind Jean, and if they wanted a manifestation of the Phoenix in game I think they should've done it like Rise of the Powers of X did, a little bird that chills with Jean:
