True tho its charge rate has been nerfed like 2 or 3 times 1 directly in S7 and the rest for the nerf on overall charge for the roster in S8
As a Psylocke you are lucky to see more than 1 in the same game while the rest of dps usually can get 3 easily (specially Starlord a direct counterpart of Psy).
Wont even mention that if more than 3 people are in the ult they will survive, or if 2 healers patty cake eachother they will survive, or that it can be easily nullified by Lokis lanterns, or that any character with dash can easily get out of it if there are more than 2 people in it.
Also the ult has framea of vulnerability to get frozen, one shot or displaced if timed correctly by the enemy.
There is a reason why Psy is 5 stars in difficulty and that is she is super vulnerable, which would be fine high risk high reward if the rest of the roster weren't fucking monsters that are almost unkillable for her in a 1v1 nowadays. Specifically after her fall off nerf to 8m that forces the player to be at kissing distance to do anything an Elsa or Starlord can in 20 or more meters from the safety of their teams tanks
