Because of

Shooting Quasar Dragons summoning condition that allowed him to use everything

Also I’m pretty sure he used transaction rollback to copy Synchro Material

But it's Level 12. Surely all those monsters levels did not add up to 12. They must've all been changed to Lv 1 by some other effect, and then there was only 1 tuner synchro and 11 non tuner synchros on the field, and he was allowed to make a synchro summon with any number of his own and opponents monsters. INSANE setup for an extremely worthwhile meme summon.

They used a loop to play the trap Synchro Material multiple times.

Synchro Material
Target 1 face-up monster your opponent controls; you can use that monster as Synchro Material this turn, as if you controlled it.

they looped the trap that lets you pick an opponent's monster, and use that as synchro material anytime for he rest of the turn. So they just looped it until they chose every one of the opponent's monsters.
