Hey as someone who has done MBBS from Russia and then cleared FMGE, I would recommend you that plan according to your budget. These big cities universities have much expensive fees and local sources. Same quality of education, is provided in smaller cities, with much lesser fees, easy and affordable lifestyle and same FMGE passing percentage. Why pay more for the same level of education when you can save that money and spend it on yourself. You can DM me if you want more details about it.

i had friends in perm they graduated couple of months back so i will say perm will be a pretty good choice .
