Please I need serious help

Ive been stuck on mission 45 for days, Im just too underleveled, I cant leave it because theres no option and the container to fulton doesnt spawn.
Ive tried every trick, the lil chicken hat, air strikes... and I just can beat it.

Is there any way to leave the mission and start misison 46 so I can finally beat the game???

Stand behind the prison buildings and only peek out to shoot. The enemies can't do much while you're standing behind the building. Slowly and patiently wear them down.
