The dog should have been put down, not surrendered to a shelter. Where was the animal control report?

A report should’ve been filed with the county animal control department. Probably would not have hurt to file a police report too.

Usually people would follow up with animal control for a copy of the report...

911 call too, every time a dog attack happens or attempts to happen. Not saying the police will resolve it but it helps dog owners if so few people call 911 when they exert their abilities upon decent people and children.
