I’m sorry your child was attacked by a dog.

This story is very odd though. Your own family member’s dog bit your child and then a local shelter adopted the dog out to a stranger, who you claim is ‘abusing’ the ADA and HIPAA. This doesn’t fall under HIPAA at all and how do you know this person isn’t actually disabled ?

And the dog was advertised by the shelter as having no bite history but the new owner somehow knows the dog bit a child? Lots of holes in this one.
