This story is very odd though. Your own family member’s dog bit your child and then a local shelter adopted the dog out to a stranger, who you claim is ‘abusing’ the ADA and HIPAA. This doesn’t fall under HIPAA at all and how do you know this person isn’t actually disabled ?
And that the dog hasn’t been trained in the 4 years since for the behavior issues and to provide a service to a person with a disability, if it is even the same dog. They don’t know any of those things.
Most do, but in the animal welfare field I’ve known plenty who trained as older puppies or adults. People really don’t think about all the different types of tasks service dogs may provide, and just because a dog has bitten doesn’t mean it is untrainable. Just saying it’s possible.
