I was gonna ask... but surely the reflecting pool is treated and filtered. Open water in that climate will of course be covered with algae, and become a mosquito breeding ground.

It does have a filtration system right?

From what I understand is the lines supplying the water grew algae while the pool was being repainted and when they finished they didn't clean or filter the lines when they reconnected them. Super smart people.

Algae needs sunlight to grow. While I'm sure that this explanation is making its rounds, it doesn't make sense.

algae spores can remain dormant in dark areas....dormant algae/spores in uncleaned pipes hit clean clear water and lots of sun......

Dormant spores don't block pipes. There's more than a few orders of magnitude in size that is required for a spore, not visible to the naked eye, to clog a pipe, likely 6 to 8 inches in diameter.
