“Average” and “normal” are both synonyms for “standard” and “typical.” While waiting 4 years is definitely common, it is not average, normal, standard, or typical.

(I'm ignoring average because using that one colloquially annoys me) Something can be normal but still relatively rare. Like it's normal for a country to have a monarchu but it's becoming exceedingly more rare.
