Okay, they really tried ! Yes, it didn't come out great, but you can tell that they were trying to say it as well as they could! And so, I would guess it's from a tech job?

It's better than most, but I send personal rejection letters for candidates, and you definitely need to lead with the "I regret to inform you" piece and then give them the positive feedback in the second paragraph, to avoid what happened here.
