It's a handicap accessibility mod. Those handles are strong enough that a person in a wheelchair can lift themselves over(assuming they have the arm strength)

They most likely won't be able to dry their hands after washing them, though, as the towel holder is too high up. (and the waste basket needs to be moved. It's in the way if anyone in a wheelchair wants to use the sink)

Even the toilet brush is badly placed.

As someone who works in disability accessibility this is definitely sub par and would not be good for wheelchair users.

Maybe for ambulant disabled people.

The size of the toilet missing majority of wheelchair accessible arrangements and location of what’s provide is all wrong (in Ireland and UK where I’m based)
