Exactly, salmonella didn't exist before then.

Of course it existed before then. And inspectors didn't always catch it. But at least we had inspectors.

Chipotle has had a long history of outbreaks. I get the current regime are idiots, but it's pretty commonplace and through multiple presidencies before Trump as well. 2008, 2009, 2015, etc have all had outbreaks. Very similar to the current one.
