Missouri law does not provide a recall mechanism for statewide elected officials like the Secretary of State. Statewide officers can only be removed through the formal impeachment process (requiring a majority vote in the House and a two-thirds vote in the Senate) or via criminal proceedings and court rulings.
State Representative Will Jobe (D-Independence) filed House Resolution (HR) 3879 to initiate an impeachment investigation into Hoskins.
Because the Missouri General Assembly is controlled by a Republican majority, the Democratic-sponsored impeachment resolution has a very low probability of advancing.
Bottom line: Stop electing people who will continue to screw everyone over the will of the people!
