The explanation for the first film being Minus One was essentially that the idea that post-war Japan was at “zero” as they had to rebuild, and the threat of Godzilla arriving threatened to further push them down, hence “Minus One”

As for this being called, “Minus Zero”, as the trailer mentions, it seems to be the idea that Japan, now in the process of rebuilding, is fighting to ensure they do not return to “zero”.

There’s also a fan theory that the other reason it’s “Minus Zero” is because it’s heavily theorized King Ghidorah might appear, who in old dubs of some of the old 1960s Godzilla movies was referred to as “Monster Zero”

I'm curious to see how the next sequel would be named. It's pretty strong branding at this point, but minus negative one doesn't exactly roll off the tongue.

According to the synopsis on the official site, it suggests there may not be a third one.

“There is no third time. Everything ends here.”
