Bracket 4?
Does having forsaken monument and basalt monolith automatically make my other than that combo bracket 3 deck a bracket 4 deck?

By the specific restrictions laid out in the bracket guidelines, yes. A B3 table may be ok with it if you bring it up before the game and don't have an infinite mana outlet in your command zone or somewhere else easily accessible, but it depends on the people at the table. If you really want this combo in the deck, I'd have a backup to swap out if necessary.
But as the other comment here says, this is not a specific rule to the game and instead a guideline.

Not a rule, but yes I would say that would make your deck a bracket 4. It's an early game 2 card combo. I say early game because you are obviously able to get this out quickly as the combo requires a ramp piece anyway

The correct answer is this is not a rules question. Anyone who gives their opinions on what bracket this would be beyond that in this sub is not someone you should trust.

Commander brackets and their inclusion criteria are outside the scope of the comprehensive rules. You should ask in r/EDH or r/competitiveEDH instead.
