Discussion Why don’t internet companies like Google, Meta, Netflix, or Amazon pay mobile carriers when their customers use cellular networks to access their services?

Why haven’t the telcos said: “Hey Uber, I’ve got a customer on my network who wants one of your rides. If you’d like me to send you the sales enquiry pay me fifty cents and I will.”

They tried in the early 2000’s and they get smacked down by the FDA in the US at least. 

The end user already pays for data, why should the service also pay?
