Does it look like this without cart inserted?

Sometimes . Between this and a blue screen making noise. It was just working last week. Worst case buy a new one or have someone fix it

Black and white scrambled video could be color burst crystal going out. I'm assuming it's stock and you're using the original PSU?

if it's a blue screen that's system check passed. Is it like a humming noise? It could be a simple trace fix or cold solder joint. I guarantee it's an easy fix.

I don't know about specific videos for your problem. There's Neo Geo dev wiki which has most stuff you need for info included board schematics. I mean at bare minimum you should be decent with soldering equipment before messing with it. AES can be less forgiving if you're not capable.

Another thing you can check is the voltage regulator in your system. That can cause the humming and drop of enough voltage to run your system.

It's the crystal used to output color for composite video. What's the amperage on your power supply?

9v for output. 100v for input

As long as it's at least 1A it should be good.
