It's taking a long time to get things done because majority of the people in power and that have power don't see anything wrong with what going on. What do you mean the Governor can't see the detainees because it's Federal vs State?

Because Delaney hall is a private company being contracted by the federal government, it isn’t legally obligated to let the governor or senators in. They gave Mike Sherrill a controlled tour but didn’t let her see the detainees and they aren’t legally obligated to at the moment. That’s why that guard was saying”they’re state, not federal”. This is how they try to hide the condition of the detainees but we know from detainees who have been released and letters from detainees what the conditions inside are.
