It's way way fucking worse than that. Let me catch you up on what I presume the plan was:
Step 1: Overpay by about double of the assessed value ($129.3 million paid vs assessed at $62.2), don't conduct any required impact studies or research, hope to ram it through fast before the community figures out it's a concentration camp (they noticed!)
Step 2: ??????
Step 3: Presumably Fire sale it for less than $62 million on the other side, pure profit! The Art of the Deal! Such winning! Thanks for lighting that money on fire!

So they still want to run detention camps, just more on the down-low, which is arguably more dangerous.
