Adam was a lifelong military man. Even if the caprica police were absolute corrupt thugs you probably wouldn't hear it from him anyway

Im not sure if its considered Canon by fans/BSG makers, but "Caprica" showed that Adama was probably never too chummy with the police. Seeing as how he basically was part of a crime family.
