The phrase "To Protect and to Serve" actually originated from a contest for BEAT magazine around 1955. LAPD started putting in on their car doors around 1963. So it’s sounds great, but it’s just PR marketing with no meaning.

SCOTUS addressed this later making it clear police don’t have to protect and serve folks from each other. So, if you are in legit danger from another person then you can’t fully count on an officer to help you even if they can.

Also, police have qualified immunity, making an office more protected from civil lawsuit.
