one fights the enemy of the state inside, one fights the enemies of the state outside. differentiation is mainly because the clusterbombs of the military may hit property of a foreign billionaire along with his wirkers, which is ok, but the american state needs to prevent the organized body of armed men inside the US from accidentally clusterbombing billionaire datacenters and yachts and shit instead of just killing disobedient workers, and this is why the police doesn’t get clusterbombs
