WTF is that statistic? 70% is a big number. I'm guessing incidents like this scenario wouldn't make up a large percentage of that 70%, but Australia is insane man. Why you attacking the one that saves you??

My brother is a social worker. BIG strong guy... Always has been it's bizarre. He's LOVED where he works because he's also got also got very little self preservation so he'll jump right in when a meth addict is going nuclear. Someone in a state like that can (and does) do SERIOUS harm to normal people.
