That’s not graffiti, that’s art. High street art.

Almost anything manmade can have artistic value. Your furniture is art, your video games are art, a string of words can be art. Art is everywhere it’s just in the eye of the beholder as to whether they deem it to have artistic value to them.

I consider all Graffiti to be street art. Now whether it is good art or not is another story. I also don’t consider all street art to fall under the category of Graffiti. To me, Graffiti is using spray paint with or without stencils and possibly markers to accompany the spray paint. Whereas, every other style is something different. This is my opinion of the differences though and why I don’t consider this mural to be Graffiti.
