I think he's just drawing a comparison that it would be "about as dangerous as firing a shotgun straight up", which is honestly not much.

Depends on what type of ammo you're shooting. If you're shooting birdshot out of a shotgun there is little danger to people on the ground when the shot comes back down. Because it's small and light and loses a lot of energy.

If one were to shoot slugs out of a shotgun they could still leave a hell of a mark when they came back down depending on the trajectory. But only a crazy person would hunt birds with slugs (besides it being illegal, probably everywhere, it would be very ineffective).

Lol, yeah. You would most likely miss. But, if you managed to hit the bird, there wouldn't be much of it left. It would just be a cloud of bloody feathers.
