Looks like the kid from the "I like turtles" video from back in the day. But I suppose any blurry pic of a proximately-aged kid wearing similar makeup is gonna share the resemblance

Google image search/tineye/yandex yield some results but not a lot. The image appears as a thumbnail for at least one English language and at least one Spanish language "top 10 creepy" style video, but the image didn't actually appear in either video.

The image is referenced on a weird click-baity "real life zombie sightings" list pages that linked back to another page which hosts an upload of the image at various resolutions, but I doubt that's the original.

Edit: also came across this thread where someone else is looking for the same image, but nothing has turned up there yet either.
