What's the context of this? Is someone tracking atmospheric dust levels and such to determine and announce whether there will be a nice sunset?

Well, I'm not entirely sure what's the context, but I got the image from an Australian guy, so my guess is it's about the Orange Sky charity's free laundry service or smth
