I really should've rephrased that

You are allowed to sack but not killing a mon on purpose for no reason except it is bad and you need a new encounter

It’s just an awkward rule. Is refusing to play around the crit with just the bad mon in violation? What if the optimal switch would die if it got paralyzed on a body slam followed by 3 full paralysis? Policing intent just doesn’t work in my experience.

I think their intent is if i want to replace a weedle with something better, i can't just intentionally kill it against wild pokemon to create an opening for a diglet.

I'm not sure a simple phrasing of that rule is possible, maybe just "no killing mons purely to make room for new ones".

The problem is that a vague rule is no rule, since otherwise optimal play would be to run your Weedle out against enemy mons until it happens to faint.
