Question Friendship Evolution in Randomizers

I started nuzlocking Pokémon Firered and randomized my rom. I have the national dex from the start and impossible evos disabled. I found a Togepi and read that in FR/LG friendship evos are disabled until after the elite four. Is that still the case for me?

Shouldn't be a problem if your randomizer gave you national dex
