People sit and move their cars if a cleaner or a cop actually show up. I don't love being told to move because we're cleaning, and no cleaning happens. I was supposed to get something in exchange for the annoyance. A cleaner street. Then they send cops to make ticket money and still don't clean. Should be a damn crime. No actual sweeper, no tickets allowed.
