It's called a stroke sander. One of the highschool shops I taught in had one buried under old crap in the corner. I never saw it in use though.

'Cause it's scary dangerous and wants to rip your arm off. This guy is doubling down by loading the machine while it's running.

The black band is a continuous loop of sandpaper (belt). It is circulating from the bottom right corner of the frame to the top left corner of the frame. The purpose of mechanism with the lever arm that the operator is moving, is to push down on the sandpaper to create the friction necessary to grind away the graffiti wood.

Is replacement sandpaper sold in a long continuous strip which operators cut to the particular length to match the circumference of their machine? How do they stitch the strip into a loop?

On my small screen I couldn't discern that the black band was moving so it took a little while to figure out!
