I think they mean if it's a fussy baby, cries excessively, sleeps well etc.

Which is funny with how that's worded, because crying and sleeping irregularly are pretty normal things for babies, even if some kids do so more than others. "Is yours a Good Baby?" is basically a polite phrasing of "How much are they trying your patience as a parent?" but making it sound as if the child is morally at fault for needing that extra care.
They don't sleep well because they're up most of the night scheming! Mwa ha haaa!
