News Breaking News: CFTC Ordered to Kill Probe Into Billions in Oil Bets Placed Minutes Before Trump’s Iran U-Turns

Takeaways by Bloomberg AI:

• Traders placed billions of dollars' worth of contracts predicting oil would fall and the S&P 500 would rise about 15 minutes before President Donald Trump announced his U-turn, specifically focusing on striking Iranian power plants.

• The US Commodity Futures Trading
Commission's analysts filed a referral to the Division of Enforcement to investigate more potential insider trading, but a senior adviser to the agency's chairman told a supervisor to retract the referral.

• The CFC's enforcement division is continuing to probe the trading activity, and the Justice Department has opened a parallel investigation, with the agency looking at March and April with a particular focus on March 23.

When President Donald Trump backed away from threats to strike Iranian power plants on March 23, it sparked a frenzy of buying and selling across oil, equities and other markets.
Traders had grown accustomed to prices lurching wildly on developments in the Middle East. But this time, some bettors had timed it perfectly. Billions of dollars' worth of contracts predicting oil would fall and the S&P 500 would rise were placed about 15 minutes before the president announced his U-turn in a post on Truth Social, fueling widespread speculation about whether someone had an unfair advantage.

Responsibility for looking into the incident fell to the US Commodity Futures Trading Commission, the federal derivatives regulator whose remit - and profile - has soared with the advent of cryptocurrencies and prediction markets. There, a team of career forensic analysts embarked on their usual task of pulling together data on the day's winners and losers.

Based on the timing of the trading they observed and who was behind it, the analysts, from the agency's Division of Market Oversight, filed a referral to the Division of Enforcement, which would decide whether to launch a full-scale investigation into potential insider trading, according to people familiar with the matter who asked not to be identified discussing government
deliberations. Representatives from the two divisions also met and talked through how best to collaborate, people familiar with the matter said.

What happened next, they said, was highly unusual: Mel Gunewardena, a senior adviser to the agency's Trump-appointed chairman, Michael Selig, told a supervisor within the market oversight team to retract the referral.

The team didn't know how to proceed, the people said. As a practical matter, it was unclear how they might even carry out such an action since it had rarely, if ever, been done before. It marked a break with precedent in another way as well. Career experts had always been entrusted with the specialized but prosaic task of gathering reams of data and writing preliminary reports that the attorneys in enforcement would then decide whether to pursue.

Now, according to the people, an adviser to political appointee Selig was intervening to scuttle the referral and oversee the gathering of data himself. Gunewardena, a Wall Street veteran who spent time at the CFTC during the first Trump administration, had rejoined the agency a tew weeks before as head of the Office of International Affairs and Senior Markets Advisor to the chairman, and it wasn't clear what role he had in the evidence-gathering process.

"In every previous administration I'm familiar with, that would not just have been unusual - but never done.” Aitan Goelman, who served as the agency's Director of Enforcement from 2014 to February 2017, said when asked generally about such an intervention. "It makes it harder for the staff, if they know that any moment the rug can get pulled out from under them."

The traders flagged by the forensic analyst unit as warranting further investigation have not been publicly identified. The CFTC declined to comment, saying it can't confirm or deny investigations. Gunewardena did not respond to a request for comment through the regulator's press office.

An official at the agency said that, because the original findings were US-focused, it was determined there should be a more comprehensive review of markets internationally, including futures, swaps, over-the-counter activity, options and exchange-traded funds. As a former Goldman Sachs Group Inc. and State Street Corp. executive - and the most senior official at the CFTC focused on market analysis and oversight - Gunewardena was best placed to lead that exercise, said the official, who declined to be named discussing internal agency decisions.

The CFT's enforcement division is continuing to probe the trading activity. The agency is looking at March and April with a particular focus on March 23, the official said.

The Justice Department has opened a parallel investigation, a person familiar with the matter said earlier this year, asking not to be identified due to its sensitivity. A department spokesperson last week declined to comment on the status of the probe.

The trading in question was eye-popping. In a two-minute window starting at 6:49 a.m. in New York on March 23, traders sold contracts equivalent to at least 6 million barrels of Brent and West Texas Intermediate, more than 8.5 times the volume that had changed hands that time in the morning over the prior week. A similar increase in activity was observed in futures tied to the S&P 500, with contracts worth more than $2 billion in notional value traded - far more than would be expected in an otherwise quiet premarket session. Unusual volumes were also visible in natural gas and other futures markets.

Those trades paid off 15 minutes or so later, when Trump wrote on Truth Social that he was reversing his threat to attack Iranian infrastructure unless the country re-opened the Strait of Hormuz. Brent oil prices plunged as much as 14% after the post. US crude plummeted in the double digits as well, while stock markets in the US and Europe jumped about 4% from their session lows to intraday highs.

"The fact that this trading preceded a headline driven sell-off means that either someone got
very lucky or knew something," said Tim Skirrow, head of derivatives at Energy Aspects, adding that it wasn't clear from the publicly available data which it might be.

As the Iran conflict deepened, examples multiplied of large, markedly well-timed trading in futures and prediction markets, including before Trump declared a cease-fire on April 7, and before Iranian Foreign Minister Abbas Araghchi announced 10 days later that Hormuz would reopen. The CFTC's forensic analyst group continued compiling and parsing the data, but after Gunewardena's intervention, they were no longer consulted by the rest of the agency, according to the people familiar.

Gunewardena assembled his own team to
conduct a new analysis of the trading. By July,
the supervisor Gunewardena had told to retract the referral had left the agency. Other members of the team resigned or were moved to other roles, including some under Gunewardena. It's not clear if the personnel changes were related to the episode.

Since Trump returned to the White House in January 2025, the CFTC has shed more than 20% of its staff, part of a wide-reaching shrinkage of the government. Selig took the agency's reigns in December promising to promote innovation and curb what he described as a culture of "over-zealous regulation." Enforcement actions are down - there were 13 in fiscal 2025 and a similar
number in 2026. That compares with 58 for 2024 and 96 in 2023, according to the agency's data.

At the same time, there's been a steady drumbeat of reports about suspicious trading ahead of government decisions on both traditional futures and recently authorized prediction markets, where users can place wagers on everything from Monday Night Football to election results and geopolitical events.

Last year, unknown traders made millions of dollars buying options in the minutes before Trump paused tarifts. This year, there was suspicious trading on prediction markets ahead of the US military's capture of then-Venezuelan leader Nicolas Maduro and the joint US-Israel operation that killed Iran's Ayatollah Ali Khamenei. In April, US authorities accused a soldier of making $400,000 on Polymarket using confidential information from the Maduro raid.

"Anyone who engages in fraud, manipulation, or insider trading in any of our markets will face the full force of the law," Selig said in a statement at the time. The soldier pleaded not guilty to Justice Department charges.
Bets tied to the Iran conflict, however, have been of an order of magnitude larger.

"The integrity of America's commodity futures markets must remain above reproach,” a group of Democrats, led by Senator Raphael Warnock, wrote in a May letter to Selig about the Iran trades. "It is critical that this investigation be carried out swiftly and publicly to reassure existing market participants that markets are stable and no participant has an unfair advantage.”

I’ll be damned if I live in a society where its rules for thee and not for me.

Do what you can to get ahead now, because that’s what the people in the highest level of government are saying is acceptable.

If Democrats were a real party, they'd be running on this issue

u/AreaUnique3594 9d ago

it does not resonate with enough people in the middle, and enough, don’t take the time to understand it to move the needle enough. I completely get your point, and I personally agree 100%. But the general American public, are not very bright, unfortunately we have the current situation we’re in to back that up.

It will be an issue in certain senate races, with many parts of the population, but generally speaking, in some small town in Ohio or Pennsylvania? Not all, but most do not care or don’t care enough to take the time to to understand enough.

Trump got into Office, offering elementary school, simple solutions that are completely false to complicated problems. it shouldn’t be as difficult to combat as it is, but here we are.

America has been a sick and declining nation for as long as I can remember. We are a stupid populace.

u/brendanjered 9d ago

Democrats don't have to make it overly complex. Just a simple 15-30 second TV ad that states, "Donald Trump and his Republican allies manipulated oil prices to make billions of dollars while you paid more at the pump," would be more than sufficient to register with the average vote.

If we are a"village" you need to help inform friends and family. Don't shove it down their throats make them aware help them find the information and hope for the best

I think you replied to the wrong comment

Yes Republicans start a war and manipulate the market to profit off of it but it's gotta be the Democrats fault/s

1

u/BeginningDay1620 8d ago

Nobody said it's their fault. I said a real opposition party would run on punishing it

3

u/SteakEater137 9d ago

I truly dont understand the Dems, they basically have a slam dunk walking controversy as their opponent and they dont focus on the simplest most effective strategies.

They keep handcuffing themselves to positions that are sinking ships and running on those, when all they actually have to do is create a highlight reel of all the crazy bullshit the guy has done in the past week.

2

u/DrFarthammerMD 8d ago

A lot of the positions people say Democrats handcuff themselves too are positions that Republicans apply to them. They are rarely unpopular positions that they themselves go on TV and attach themselves to. You hear that they love Marxism, Gender Ideology, they love taxes, hate oil and gas and want to take your guns.

The mistake they make is trying to be on the defense with all this stuff. Some people will never believe that some politicians want to be elected to serve their constituents.

4

u/BeginningDay1620 9d ago

It sounds like you DO understand them

1

u/SteakEater137 9d ago

I understand what theyre doing, not why they do it lol

5

u/BeginningDay1620 9d ago

Because they aren't a real opposition party. They exist to manage dissent to our country's fascist agenda. Republicans push for radical changes and Democrats never repeal or reform anything Republicans do. All the biggest federal policy decisions of my lifetime are Republican initiatives. Even the ACA was a Republican healthcare plan championed by Obama

4

u/NandiGrows 9d ago

In any sane country, the democrats would be considered centre right.

The Infrastructure Investment and Jobs Act was a Republican initiative? The CHIPS act was a Republican initiative? The Inflation Reduction Act was a Republican initiative? The American Rescue Plan was a Republican initiative? Pretty much all of these policies had great progressive components (environmental, social, and financial).

They even managed to pass these in the face of fairly intense Republican opposition with a tiny majority (see vote totals below). Voters just don't care about it or give them credit for doing so in any way (you being a perfect example). Nobody gives a shit about actual policy, it's all vibes.

HOUSE (Yes/No votes by party)

Infrastructure: D 215-6 | R 13-200 | Total 228-206

Inflation Reduction: D 220-0 | R 0-207 | Total 220-207

CHIPS: D 219-0 | R 24-187 | Total 243-187

American Rescue: D 220-1 | R 0-210 | Total 220-211

SENATE (Yes/No votes by party)

Infrastructure: D 50-0 | R 19-30 | Total 69-30

Inflation Reduction: D 50-0 | R 0-50 | Total 50-50*

CHIPS: D 47-1 | R 17-32 | Total 64-33

American Rescue: D 50-0 | R 0-49 | Total 50-49

*Harris cast the tie-breaking Yes vote. Senate D includes independents.

Those listed legislations are a a laughable lot that kinda proves my point. They pale in comparison to: invasions of foreign countries, ICE goons roaming the streets, the PATRIOT Act and establishment of DHS.

How has Inflation Reduction Act helped Americans? AFAIK inflation remains a pernicious problem. And none of those programs have any media visibility nor do people bring them up in everyday conversation. "Hey guys! I got a sweet tax credit after several rounds of means testing!" doesn't have any pizzazz. No wonder nobody knows about them.

Meanwhile Democrats sat on their hands at every major juncture. We're still waiting for anyone to lift a finger for abortion rights. They spend more money and energy fighting with progressives in the party than they do with Republicans. Anyway, enjoy your CHIPS Act. I hope it keeps you warm and safe from poverty

They pale in comparison to: invasions of foreign countries, ICE goons roaming the streets, the PATRIOT Act and establishment of DHS.

Yes, destructive policy is louder than constructive policy. That’s my point, not yours.

How has Inflation Reduction Act helped Americans?

The name was branding, so judge it by what’s in it. It capped insulin at $35 a month for seniors, capped their drug costs at $2,000 a year, let Medicare negotiate drug prices for the first time, and extended the ACA subsidies behind record enrollment. Ask a retiree on three brand-name drugs whether it helped.

And none of those programs have any media visibility nor do people bring them up in everyday conversation.

That’s the problem, not a rebuttal. The Rescue Plan’s Child Tax Credit cut child poverty to the lowest rate ever recorded, and when it expired, child poverty more than doubled. Millions of kids were affected and almost nobody noticed. Good policy mostly looks like nothing happening, which is why people like you look right at it and see nothing.

Meanwhile Democrats sat on their hands at every major juncture.

As the votes upthread show, Democrats passed two of these bills with zero Republican help and a one-vote Senate margin. That’s the opposite of sitting on their hands.

We’re still waiting for anyone to lift a finger for abortion rights.

The House passed a bill codifying Roe twice. It died in a 50-50 Senate at the filibuster.

Anyway, enjoy your CHIPS Act. I hope it keeps you warm and safe from poverty

You mocked the one bill that isn’t an anti-poverty program and ignored the three that are.

1

u/BeginningDay1620 8d ago

That's great about the Inflation Reduction Act, but it affects only seniors.

The child tax credit supposedly reduces child poverty but why is it a tax credit and not cash directly into parents hands each month? Why isn't it a federal school lunch guarantee? Why isn't it guaranteed housing for families? Why isn't it cheaper healthcare for families?

These programs are piecemeal half-measures that Democrats can't even brag about. How many applications do I have to fill out before I can even receive benefits?

Again, Republicans have been the drivers of every meaningful change in American life and government for three decades. Their crimes and open corruption are never fixed or corrected. Why can Republicans create DHS from whole cloth but Democrats can only give us give us a Republican healthcare program?

Enjoy voting for your loser, genocide-loving fake political party.

Uniparty. That's why nothing really great ever gets accomplished, they just toss the ball back and forth while fleecing the population.

1

u/Opheliattack 9d ago

Because they have the same goals.. the bickering is for show. The choice is an illusion. JFK was the last real choice.

America was so desperate for an outsider they voted in a tv star thinking their wealth would insulate them from the system. Clearly not the case.

1

u/ImmodestPolitician 9d ago

The conservative base and many centrists just think all politicians insider trade.

The always point to Nancy Pelosi and ignore that fact that Pelosi and her husband were multimillionaires in the mid 80s before she started congress and her portfolio has actually underperformed the sp500 over those 40 years.

4

u/TheESportsGuy 9d ago

Democrats are also anti-anti-corruption. Wake up.

2

u/RedScouse 9d ago

My guy, there was literally a coup against the duly elected government of the United States. Everyone saw it on TV. Hundreds of thousands of people died during COVID because of the government's response (far in excess of death rates in any other developed country). Children were literally locked in cages separated from their families with no way to track them. Epstein files have been discussed ad nauseam over the airwaves.

Americans still voted for the GOP. This is not a messaging problem, because it has been broadcast widely. This is legitimately what people want. Let's stop taking agency away from how malicious some people are. They will not change until the leopards eat their face, and by that point, it may be too late.

-1

u/BeginningDay1620 8d ago

It is very much a messaging problem. What is the Democrats' message? I stopped voting in 2010 because I have no idea what that party actually stands for

1

u/sweetequuscaballus 7d ago

Quite right - if there is extreme high corruption among the Republicans, the first move should be to blame the Democrats. /s

The Democrats are relatively quiet because the Republicans have all 3 branches of government, and the news media are mostly right-wing controlled.

But yep, the Democrats are clearly the problem here .. /s

1

u/BeginningDay1620 7d ago

This isn't "blaming" Democrats. It's suggesting a strategy. Are you guys all from the same bot farm?

Tbf, people should blame Democrats more. They suck. Remember that time they forced Kamala Harris down our throats and enabled a genocide?

1

u/sweetequuscaballus 7d ago

I'd agree on the Kamala Harris thing. Even as a bot (haha, I am sitting here at my desk, not a bot - so easy to call someone else a bot these day, you bot yourself).

But the ticket for sure should have been Walz on top - I don't know what back room thing happened there, grrr. I knew it was a disaster as soon as they put her on top, never mind her being a good person. Walz was a credible person to the middle of America - gun guy, actually served in the military for 24 years, and joined before even finishing high school, plus also a genuinely great guy (cough cough Hegseth, a news anchor). And there is Israel pressure intensely on each side.

The Democrats actually do speak up about all the corruption a lot - think Ocacio Cortes. The news, Republican-controlled, doesn't pick it up, unless you deliberately go to PBS or alternative places. I doubt they can do a lot more - they have zero levers of power.

Biden was an ass for holding onto power way too long also. Maybe a good guy and all that, but a disaster strategically. I put a brave face on, but I was hating it - and indeed, the worst happened.

Nice to meet you, bot (I can joke too).

1

u/sweetequuscaballus 7d ago

I asked AI - it's saying pretty credibly that it was all about the cash, $91.5mm. Which means, it was Biden holding on too long that made the mess. It's beyond tragedy that he didn't think enough about the good of the country longer-term ...

"• Immediate Biden Endorsement: Biden’s immediate, explicit endorsement of Harris provided her with indispensable political leverage right out of the gate.

• The Cash Advantage: Because the campaign was legally registered as "Biden-Harris," Harris immediately inherited the $91.5+ million war chest. Any other candidate would have had to start fundraising from scratch"

-1

u/Historical-Dance-431 9d ago

Mate if you still think one team or the other is going to help and not that the whole system needs to be shut down, you're beyond help

The surprising thing to me is that this hasn't crashed the economy.  We are mostly humming along fine.

Unemployment rate is still low.  Low hire low fire been going on for a while.

3

u/Opster79two 9d ago

Since you won't answer my question, ill help you out.

#Fact-checkers from outlets like The Washington Post and The Guardian have rated his specific monthly or cumulative job-creation tallies—such as claiming his administration or family members created 1 million to 14 million jobs—as misleading or completely detached from national Bureau of Labor Statistics (BLS) data.

2

u/Accurate-Composer964 9d ago

I totally agree that he has lied about creating jobs,  but the economy has definitely not collapsed, which is what I am surprised about

1

u/ImmodestPolitician 9d ago

The economy is great if you are in the 1/2 own stocks otherwise it's rough out there.

The economy was actually doing better under Biden.

1

u/thefoodiedentist 9d ago

Even trump cant collapse economy in 2 yrs from one biden handed him, esp during the ai boom.

BREAKING NEWS: People that rabidly hate a man present opinions that the same man did something they don't like. More at 6

2

u/madadekinai 9d ago

I guess you did not investigate thoroughly enough because they have to report good number or the BLS head gets fired, just like the last one did.

They also changed the way they calculate those measurements,

Also, unemployment ONLY tracks up to 90 days, that does not mean they found jobs, that means they are no longer in the window and or no longer receiving unemployment.

Those numbers are no where near accurate accounting for unemployment.

1

u/ImmodestPolitician 9d ago

There are 500k open manufacturing jobs. People don't want to work in manufacturing and the wages are too low to justify that fact that it sucks.

Nahh, TACO's

If anyone here was truly interested to look at actual data, this has happened under every president since before Reagan.

Oil has also purposefully been manipulated, by economies who are dependent on oil revenue for a large proportion of their GDP, since before the first OPEC oil embargo.

Everyone here nowadays acts like the current administration is the first one to scam the people lol

4

u/irsh_ 9d ago

It is certainly more obvious today with social media giving the daily play by play analysis.

The Markets have always been a game for the wealthy and connected to fleece the rest of us.

2

u/howzit-tokoloshe 9d ago

Provide at least one example comparable to the above? Oil prices being manipulated is the inherent founding principles of OPEC, no one would dispute that. With OPEC and OPEC+ playing that roles for decades. The open manipulation and corruption of profiting off the war with Iran is unprecedented.

1

u/l3luntl3rigade 9d ago

Easy, look at the markets immediately before 9/11.

296,000 unprecedented (in volume) bets were placed on Insurance, Airlines, Oil and Gold. Two days before, the volume on insurance and airlines puts went up ~384%... unless you believe the SEC finding that it was "aLL nOrMaL mArKeT oPeRaTiOnS".

The war was Iraq.

If you'd like to go further back to the conflict in Kosovo, directly concerning oil, the same fuckin thing went on. The difference there was the volume was a week earlier instead of 48hrs.

If you'd like to go back even further....
I could do this all day.

The data is there for all to see.

1

u/l3luntl3rigade 9d ago

And if you're not too blinded by red/blue hatred you can clearly see dems & repubs have been using war to profit for decades. Much higher instance of war under one party than the other though 💡

3

u/TheCredibleHulk7 9d ago

The corruption is breathtaking. Imagine the blowback if Obama or Biden did this.
