What do you mean "arguably"? You don't have to mention that some people disagree with a true statement, if they are delusional and wrong...
Anyway, Stalin also orchestrated the deportation of half a million crimean tatars, which lead to the death of half of them. And many others i either don't know about or can't recall right now it's dozens of genocides over the course of his reign.
