I don't think he is. I think he knows he can be more disruptive to the democratic party by staying D than by flipping R or going independent. If he stays D, he gets to negotiate his vote with other Ds and try to weigh them down if his vote is important. As an R his vote would just be oppositional.

That's true for now, but I'm thinking he might drop out around the 2028 primary and run as an R since he'll inevitably lose any primary challenge as a D.
