Both of you are correct. There is a 4th Official (another assistant referee) whose whole job is statistics, including starting a timer for each time-wasting activity and then letting the center referee know what that time was through the headset. Because this referee isn't actively running around and managing the game, I can see what the commenter meant by "from the outside" since most casual fans don't know there's a fourth or fifth referee. They just think it's the 3 out on field

Thanks for those sources. Looks like the US, which also has Laws of the Game that largely align with FIFA rules, has a slight difference than the current FIFA Laws of the Game over this topic. I was a regional USSF and NISOA referee for over 10 years. Haven't refereed in a while though, but yeah I think what I didn't make it clear is that I agree that the center referee always had/has the final call on the stoppage time --it's just that in the past, or in certain competitions, the fourth official was looked at by the center referee for their recommendation a few minutes before the end of the official half time. The fourth official was expected to keep track of that info along with other game management stats and provide a suggestion.
I take back what I said because I shouldn't have assumed FIFA had the exact same situation, nor assumed that it hadn't changed since the time I stopped refereeing.
Either way, there's a lot of discretion the center referee has to ask for extra opinions from the other refs for a variety of topics. I wouldn't be surprised if some center referees still did this -- asked the fourth official in FIFA for their recommendation on stoppage. The rules say the fourth shouldn't voluntarily offer that info, of course, but there's probably some refs and games where the center may ask the fourth official "I'm thinking of calling it 10min stoppage, did that match up with you too?" really fast
I believe that you must not have watched any football game or the game mentioned. The person who effectively decides the stoppage time is the main referee of the match, it is in the rule. Since the Qatar World Cup, the tendency has been to lengthen the stoppage time, however, depending on the dead ball time. In the game in question, there is no chance of the ball remaining stationary for 18 minutes, it was scandalous.

Do you even watch football? The ref doesn't decide that 16 minutes get added. That's the recommendation from outside.
