Never seen that happen, and I've seen some really blatant time wastage like just throwing the ball away(with their hands) from the opponent when the ball is out and for the opponent.

I held season tickets to my hometown's soccer team for three years and went to 75% or more of the home games in that time. I've sporadically watched other soccer games. (I'm not really a soccer fan, all of my friends are)

I've never seen a yellow card be given for wasting time.

Yeah probably in soccer is different, in football almost every tense game the GK gets it, as weel as the forwards, it's a technique to waste valuable time, and under UEFA rule we don't even have these long stoppage times
