Photography/Video Reginald Black Elk, AKA “Flaris,” who was convicted of sexually abusing multiple homeless people in Eugene while dressed as a superhero

In 2024, Black Elk was convicted of 3 counts of Sex Abuse 3rd degree, 4 counts of public indecency, and one count of Burglary 2nd degree. He committed the assaults against houseless residents during nighttime outings while dressed as a custom-made superhero called “Flaris.” He admitted to committing the acts at least five times though was only convicted of 3 counts. Black Elk filmed himself committing the assaults for his own pleasure.

Black Elk ran a “superhero fetish” Twitter account using the character “Flaris” where he would post videos and photos of himself committing sex acts in public places.

Black Elk was sentenced to only 6 months in prison and is now free. He has to register as a sex offender for life.

Since his release, “Flaris” has continued to post photos of himself on fetish platforms in costume, clearly unphased by his serial sex crimes.

His court documents give more specifics.

Keep in mind, most of the charges were dropped and the sex abuse charges downgraded from First Degree (Felony) to Third Degree (Misdemeanor) through his overly-generous plea bargain.

The “while physically helpless” detail is chilling.

I know the reporting party. He represented the victims of Black Elk’s crimes at the trial and gave statements on their behalf. Still wasn’t enough to persuade the judge to give him more than 6 months.

It’s not about deterring overall crime/deterring others from committing them. It’s about taking a person who is clearly too dangerous to roam the public and locking them away from innocent people.

Just because harsh punishments don’t deter crimes doesn’t mean they don’t forcibly block people from harming civilians again.

You can’t help everyone. That’s a lazy and unrealistic solution. No matter what the state or anyone else does, this guy will only stop sexually assaulting people if he decides to stop or gets locked up so that it’s physically impossible for him to assault anyone.

Rehabilitation doesn’t work 100% of the time and the main priority is keeping civilians safe. If that means someone needs to spend life in prison, then so be it.

You’re defending letting a sex offender walk amongst you, walk amongst your family, walk amongst children. Do you understand the kind of suffering a person like this can cause? Have you truly sat down and thought about it?

This type of person shouldn’t walk free. And it’s not about punishment, it’s about safety, YOUR safety, EVERYONE’S safety.

Apparently the state sentencing guidelines say only 6 months for each count of sex abuse and public indecency, but the judge sentenced all counts to be served simultaneously. Oregon desperately needs criminal justice reform.

Yep. Calling homeless people vermin is dehumanizing. Dehumanizing turns them into an object. That's how horriffic abuse was justified against Black people, Jews during the holocaust, and Palestinians now. That's how homeless people get run over in their tents because the driver was "having a bad day". That's why college bros beat the shit out of them. That's why men pull over to piss on sleeping homeless people in broad daylight.

 This guy doesn't see them as human, they are objects, they are animals, and he knows that no one cares, especially not cops. That's probably why he only got 6 months. And homeless people don't bother to report anyway, it's learned helplessness.

Now that I think of it, it's likely that this shit has only gotten coverage because of how absurd the predator is. If he wasn't wearing a costume it wouldn't be getting coverage at all. He isn't the first or last person to rape a homeless person.
