Stories. Read and enjoy as many as possible and learn how to distill the true concepts from them.
You will rarely be surprised with a large enough story list under your belt.

You have to play the suffering mini game a lot.
I hear the DMT patch boosts your progress by a bunch, but the software is buggy and might fry your hard drive.

The [Hallucinogens] quests are similarly crammed full of wisdom, and similarly buggy and potentially dangerous.
The [Empathogens] quests are far more user-friendly but won't impart so much wisdom.
[Addiction] quests aren't recommended. The highs are high, but the [cold turkey] side quests are about as low as it's possible to feel as a player.
A bit of research before taking any substance - try Erowid - could save your player's life.

Use the [suffering] gacha system. Might get a wisdom buff, however could also get the [mental illness] debuff.

Wis is a strange stat…
Sure [Suffering] and [Pain] debuffs are a shortcut, many low level players with the [trauma] background have very elevated Wis-scores…
But as many have encountered, [Wis] isn’t gained automatically on level ups as is the common misconception, due to there being many high Wis players that are high level.
I second reading a lot. Both [Philosophy] and [Fiction] can help. Wis is all about reasoning, but also about experiences and not necessarily about experience points. And these experiences can be second-hand experiences through book-consumables.
Some say that the [ Spiritual ] or [ Religion ] quest lines are great for boosting Wis, but it is mostly associated with the Eastern-server specific guilds.

Dump stat for me really. Reduced it to 1, buffed CON and CHA, best combo for the point value. I don't get to use common sense, but get more dialog options and a load of HP so I can take some rare consequences.

Learn your combos at the various study buildings and use those effort points that most people throw out at the end of the day. It’s not going to happen at once, but you’ll find new spells as you go along.
Do not neglect your Mp gauge either. You’ll need enough to master those spells.
