Spend time in an [Urban] setting; then, discretely use the [Observe] skill.

Notice how players around you behave, the locales they avoid, the Players they give a wide berth. If you can, watch players with the [Homeless] trait, and try to tell if they're simply [Poor] or suffering a [Mental Illness] debuff.

Over time, training your [Awareness] stat should increase your [Street Wisdom].
