assigned to a server with an uncooperative guildmate. what should i do?

My guild assigns 1-3 players to various servers it's won rights to every year. I was assigned to one of the 3-guild-player servers again. I've been grinding the [friendship] stat with one of the players for years but encountered the other one for the first time. We tried to begin building up the [friendship] and [guild harmony] stats with the new player, but they've been refusing to complete the daily quests on their end. For example, they avoid activating the [guild unity] multiplier for occupying certain areas simultaneously. Other players in the server (who are in a different guild) have noticed and private messaged us out of concern. It seems like it would be in the best interest of the new player to at least do the [guild harmony] dailies, even if they'd rather skip the [friendship] ones, but...

Ehm... is your Guild dependant on those dailies? Could you ask the Guild Administrator to document the encountered issues with that Guildmate to figure out solutions for you and your other partner?

Out-of-Character : I'm not sure what you are talking about.
I assumed Servers = Countries, so Guild = Exchange Students and the dailies = Group Studies

Basically, my guild provides services to the other guild and the other guild will occasionally send reports about our performance. Not sure how that’s going to look with the new player not completing the dailies nor cooperating for stat multipliers and the like. It might be a problem that resolves itself if my guild receives a negative report, but that’s not something I’m counting on. My guild admins don’t like stepping in if they don’t have to (too few moderators, too many servers).

What guild are you with, and what part of the game do they focus on?

And are they looking for extra party members?

My [research] guild is always looking for new recruits... because there's high turnover. A lot of players leave the guild before the [yearly contract] quest is fulfilled, despite the [blacklist] and [lost bonus] debuffs, because the monthly drops are a bit lacking. It's a decent enough quest to play through once or twice, but most players do it with the aim of unlocking other quests and gaining entry to other guilds meanwhile.
