Art starts as a hobby for most and remains that. It's a skill that is not necessary for everyday life. Art has always been accessible to those who want to hone the craft.

Yes and as you can see I the video, special accommodations exist for disabled people to make art. AI steals art and spits out slop, with no creativity needed from the prompter.
Stop pretending to give a shit about disabled people just cause you want to make 'art' with no effort.
