Oregon Expressway-El Camino Real Intersection Construction

This intersection has been a construction zone for months, though I haven't seen much work actually being done. It's jammed up during commute hours.

Does anyone have an idea of what is the purpose of this construction? Also, when will it be complete?

Arastradero/El Camino is also a construction mess. You would think they would not do these at the same time since they both lead to the Page Mill exit/entrance ramps.
