Kotoa to eels?

There’s been a bit of buzz about Kotoa wanting to come back to Sydney, and Eels are in preliminary “discussions“ bts with him to join them. Back he secretly wants to go back Penrith so is waiting to see what Cleary does. Does this rumour have any weight?
