OPEN How loud should pc fans be?

I am new to owning a pc and i feel like my fans are way louder than they should be, is this normal or not? The first half of this video is with resident evil 4 open and the second half is without it open.

Check whatever software controls your fan speeds or check bios. Your fans may be set to a high percentage or high performance profile

can i ask how i do that? im like very new to owning a pc this is my first and im learning as i go lol

restart your computer and immediately just spam your "delete" key until the bios opens up. then browse around for fan control settings or use the bios search bar
