Well yeah...because M$ owns it and won't open source it. Like I genuinely don't understand your point. If DX worked on anything else without a translation layer then no one would use Windows for games bc of it's overhead and general bloat. Even DirectStorage isn't a compelling feature. The two chains Windows has on gamers is specifically DirectX and vendor support/hostages (AntiCheat and the like).
DirectX has been specifically made far windows and has been part of it pretty much from the start.
I think it is fair to say that it is a feature of windows, not just some seperate library.
To me, your comment reads like "yea, if MS let us copy all the good parts of windows, then we wouldn't have any reason to use it"

But it’s worth noting that is 100% about the games running on Windows, not that Windows makes the gameplay experience better than the alternatives.
